  2008 President’s Community-Based Job Training Grant (3/27)

Under the President’s High Growth Job Training Initiative (HGJTI), DOL/ETA, announced the awardees of approximately $10 million in grant funds for high-impact regional approaches to meet the workforce challenges of the energy industry and/or address the shortage of construction and skilled trade workers needed to maintain and expand the energy industry infrastructure.
Congratulations to James A. Rhoades State College, Lima, one of three awardees in the state of Ohio.

Rescission Scenario (3/27)

DOLETA recently released two Training and Employment Guidance Letters:

TEGL 23-07 provides states and with WIA Adult, Dislocated Worker and Youth program allotments for PY08; final allotments for PY08 Wagner-Peyser programs; Workforce Information Grants to States for PY08; and the Work Opportunity Tax Credit (WOTC) allotments for FY08.

TEGL 24-07 provide states with information on the FY07 and FY08 rescissions for the WIA Adult, Dislocated Worker, and Youth programs.

   
 
   
 

Annual Expenditure Requirement (3/13)

Per Area 7 policy P7-304: Annual Expenditure Requirement, counties that do not expect to expend at least 70% of their current (PY07/FY08) allocation by June 30 should release those funds no later than March 31.

If a county fails to meet the 70% requirement by June 30 and did not release the funds voluntarily, their carry forward amount will be reduced by the amount necessary to meet the 70% requirement. Note: All second-year/old money (PY06/FY07) should be 100% expended at this point.

Clark County DJFS Director receives National Award (3/13)
(as seen in the March 7 OJFSDA newsletter)

Clark County Director Bob Suver has been awarded the Distinguished Director Award for 2008 by the National Association of County Human Services Administrators. The award was presented this week at the National Association of Counties (NACo) annual conference in Washington D.C.

Such recognition is no surprise to those of us that have had the opportunity to work with Director Suver. His innovative and visionary leadership has served his community and the association well over the years. Bob was a key advocate for welfare reform during the creation of the Ohio Works First Program and PRC programs and continues to be a leader in the development of creative solutions to address community problems. His efforts to tie the business community to the work of the job and family services agency are a model for the state.

Bob exemplifies what can be accomplished by empowering local governments with the resources and decision making authority to address the needs of the community. Bob is a staunch advocate of utilizing prevention services to address problems before they occur and become a crisis. He has also been a national leader in the development of faith-based and marriage initiatives to address the problems of poverty. Many county and state programs have been developed utilizing the experiences of Clark County in the fields of welfare reform and workforce development.

ODOD's IWT Guidelines (3/06)

The Ohio Department of Development is now responsible for the approval of incumbent worker training projects with ODJFS funds. Click here to view Development's IWT Guidelines. Dislocated Worker Accountability (3/06)

A Dislocated Worker Task Force was formed to offer recommendations to the state on how to handle Rapid Response and WARN activity. Click here to view their recommendations.

Area 7 asks that you keep your Regional Representative informed of rapid response activities, contact with employers and dislocated workers, and forward any written procedures you may have so that we may better respond to inquiries.
