As an area we only failed one measure, Youth Literacy and Numeracy. Please make certain that case managers are inputting information on the literacy/numeracy screen of SCOTI so that credit is given for this measure.

Ohio Skills Bank 2.0 (1/23)

The Board of Regents is now handling the Ohio Skills Bank project, and they have published a new OSB document. Among other changes, the latest version does not require that WIBs respond to a RFP. Click here to view OSB 2.0.

Common Measures Training (Rev. 01/17)

Bob Haas and Kathy Leadingham of ODJFS will be presenting Common Measures training to Area 7 on several dates in December. The following dates have been confirmed.

  • Friday, December 14 @ Ottawa County (10am - 3pm)

  • Tuesday, December 18 @ Clark County (9am - 2pm)

  • Thursday, December 20 @ Jackson County (10am - 3pm)

  • Wednesday, January 9 @ Montgomery County (9am-2pm)

  • Thursday, January 17-18 @ Lawrence County (9am-4pm)

  • Wednesday, January 23 @ Henry County (10am - 3pm)

  • Thursday, January 31 @ Marion County (9am - 2:30pm)

Congress Passes Recission (1/3)

Congress passed legislation in its Omnibus Bill that will rescind unspent PY2005 and 2006 funds as of June 30, 2007.

The following is the referenced section of the House Report mentioned in the Bill:

..."Of the unexpended balances remaining from funds appropriated to the Department of Labor under this heading for fiscal years 2005 and 2006 to carry out the Youth, Adult and Dislocated Worker formula programs under the Workforce Investment Act, $250,000,000 are rescinded: Provided, That the Secretary of Labor may, upon the request of a State, apply any portion of the State's share of this rescission to funds otherwise available to the State for such programs during program year 2007: Provided further, That notwithstanding any provision of such Act, the Secretary may waive such requirements as may be necessary to carry out the instructions relating to this rescission in the statement of the managers on the conference report accompanying this Act."...

It is estimated that Ohio's portion of this will be close to $22 million in reductions for Ohio from WIA. ODJFS is trying to obtain more details from the Department of Labor on how the rescission will be apportioned.

Also, as a result of the legislation, there will be an across-the-board reduction of about 1.7% of all FFY2008 ETA Programs.
